According to John Robb's excellent site, this Saudi government agency has recently blocked Saudi access to blogger.com for people inside the country. Life in Saudi on the web looks pretty boring if the top sites are for stocks and shares and downloading Windows updates. It doesn't say what sort of images are being viewed on the number 2 in the list.
